The EU should intensify its diplomatic efforts to promote energy efficiency in the GCC. It should focus specifically on: decarbonising transport networks; encouraging the introduction of enforceable norms in green buildings, especially on insulation and cooling; and sensitising consumers to the importance of energy efficiency. Here, the EU-GCC Cooperation on Green Transition and De-carbonisation could become a particularly useful platform – once it is fully defined. The objective of this new action is to facilitate cooperation in research and business, and promote the uptake of green transition policies and technologies in GCC countries, by exchanging best practices and customised options for policy and practice. As a way to compensate for its delayed set-up, the EU’s engagement under this framework should focus on rapid delivery.
